On 15 October 2019, ASEAN-China Centre (ACC) invited Mr. Lin Jingqiang, a full professor at Institute of Information Engineering of Chinese Academy of Sciences (CAS) and Associate Director of State Key Laboratory of Information Security (SKLOIS), to give a lecture on the theme of “Technology Trends of Cyber Security and the Measures of China”. Diplomats from embassies of Indonesia, Lao PDR, the Philippines, Myanmar and Viet Nam and ACC officials attended the event. Mr. Wang Zhiquan, Deputy Director of Information and Public Affairs Division of ACC presided over the lecture.
Professor Lin Jingqiang analysed the behaviour characteristics of cyber attacks in recent years, and expounded on the important trends of cyber security in cryptography, system security and network security, especially the recent technology advances in homomorphic / fully homomorphic encryption, software and hardware integration, big data and artificial intelligence. Professor Lin enumerated China's measures in ensuring cyber security, including the establishment of an independent innovation technology system, a regulatory system to promote technology application and a research and education system that focuses on R&D. He also made suggestions on what ASEAN countries could do to enhance cyber security.
Professor Lin interacted with the participants on such issues as government's responsibility to ensure cyber security, prevention of potential cyber hazards and cyber crime, effective protection of personal data security in the 5G era, as well as improving cyber security environment, and strengthening relevant international cooperation.
ASEAN officials found the lecture informative, useful and beneficial as cyber security consists a major concern for all countries in the world. The lecture has enhanced their understanding of the development trend and importance of cyber security technology. They looked forward to strengthening exchanges and mutual learning with relevant Chinese institutions and experts in the field of cyber security research and development, and hoped that ACC would continue to organise such lectures in the future.
